Advocating for Ex-felon Rights, Education, Empowerment and Employment!

Headquartered in Marshall, Texas, The Center for Correctional Education Research (CCER) and Tracy Andrus Foundation (TAF) have partnered to produce robust, impartial empirical research that track offenders in prison who enroll in academic and vocational programs through the Second Chance Pell Pilot Initiative and track their progress up to ten years after their release from jails and prisons. CCER and TAF seeks to be a voice for the thousands of returning citizens who cannot participate in the political process because of unjust disenfranchisement laws, black codes, biases and impartial justice system.

CCER and TAF are committed to providing robust research to stakeholders, practitioners, local, state and federal government entities, law and policy makers to provide them with the necessary data and tools needed to make intelligent, impactful decisions that will better serve the citizenry of the United States and those abroad.

CCER and TAF are committed to providing robust data regarding variables such as race, gender, age, educational attainment, family structure, length of incarcerartion, type of release, correctional education attainment, etc.


Correctional Education’s Impact on DIMINUTION of Sentences

CCER and TAF will closely monitor good time and dimunition of sentence for offenders who take advantagfe of correctional education offerings in theior particular institutions.


Programs Offered in Prison

CCER and TAF are committed to providing a detailed, robust list of programs offered at each institution. Included in the research will be vocational and academic programs, institutions offering programs and
 program structures.


Correctional Education’s impact on employment attainment

Paramount in CCER and TAF’s research will be the tracking of returning citizens’ employment upon reentry into their various communities. CCER and TAF will provide robust-empirical data regarding this most important factor.


Correctional Education Impact on Offender Behavior in Prison

CCER and TAF are committed to providing data on the behaviorial impact of students who enroll and particiaptre in correctional education. this data will be included in each annual report.


Correctional Education’s Impact on Recidivism

CCER and TAF will closely monitor each returning citizen through its partnership with probation and parole and report on correctional education’s impact on recidivism. CCER and TAF will use a untreated and treated group in it’s research.
